About Malabar Systems Alliance
The Malabar System Alliance is a ten year partnership upgrading wastewater treatment across Sydney's south and west to support population growth. It improves treatment capacity at Liverpool and Glenfield Water Resource Recovery Facilities and strengthens network performance. The program enhances resilience, reduces environmental impacts and enables opportunities for future recycled water use.
The Opportunity
We are seeking an experienced Procurement Manager to lead and manage all procurement and commercial activities across the Malabar Systems Alliance Project. This role is critical in ensuring value-for-money outcomes, supply chain resilience, and compliance with governance, probity, and security requirements in a complex, high‑stakes environment.
Key Responsibilities

Develop and implement the project procurement strategy aligned with program objectives and contractual obligations

Lead end‑to‑end procurement activities, including market engagement, tendering, evaluation, contract negotiation, and award

Manage high-value, complex contracts across systems, platforms, services, and sustainment

Work closely with engineering, legal, finance, and project management teams to align procurement outcomes with technical and delivery requirements

Engage with domestic and international suppliers and alliance partners, fostering strong and ethical commercial relationships

Ensure compliance with applicable procurement policies, regulations, export controls, and security requirements

Identify, assess, and manage procurement and supply chain risks

Provide accurate reporting, cost analysis, and forecasting to senior project leadership

Lead and mentor procurement specialists and support a high-performance commercial team
Required Skills and Competencies
-
Demonstrated experience managing complex supplier relationships and multi-party alliance arrangements

Expertise in contract negotiation, cost management, and risk mitigation

Strong stakeholder management skills, including engagement with government, industry, and international partners
-
Degree in Procurement, Commerce, Law, Engineering, Business, or a related discipline

Professional procurement accreditation (e.g., CIPS, MCIPS or equivalent) desirable
