About the role
The Assistant Manager – Procurement is responsible for providing high level advice on all outsourced procurements for the ACMA and the eSafety Commissioner. This includes all stages of the procurement process including planning, approach to market, evaluation of responses, establishing contracts and facilitating debriefs for unsuccessful tenderers.
As the Assistant Manager – Procurement you will be expected to:
- advise on procurement proposals including quality assurance and endorsement of procurement plans
- lead, monitor, review, and evaluate team and individual performance and provides regular feedback to team members
- provide support, education, and training to staff on Contract, Procurement and tendering processes
- lead the implementation of change and promote continuous improvement in Procurement practices across the ACMA and eSafety
- manage the advertising of procurement opportunities to market, manage enquiries and providing market responses to internal clients
- provide quality assurance to procurement evaluation reports and related contracts to endorsement stage prior to delegate approval
- provide strategic advice on procurement related initiatives and updating procurement related documents and instructions in line with procurement processes and guidelines
- prepare and oversight of reporting obligations for the Annual Report, back pocket briefs and external reporting including Indigenous procurements, consultants, and contractors
- maintain expert knowledge in relevant areas and provide advice and technical expertise to guide project and program activities.
Our ideal candidate
We are seeking a highly motivated and experienced procurement specialist who has:
- in-depth knowledge of end-to-end procurement and contract management activities, with a comprehensive understanding of legislative compliance, financial and administrative frameworks and government decision-making processes
- experience providing strategic advice and making sound decisions using professional judgement, effectively communicating complex issues and evaluating risks in a complex operating environment
- a demonstrated ability to gather, interpret and analyse information from precedent and established legislation, policy, procedures, and guidelines to situations involving a high level of complexity and sensitivity
- demonstrated capability to sustain productive relationships with internal and external stakeholders, effectively negotiating, influencing, and managing expectations to achieve positive outcomes
- experience leading and monitoring a team, providing clear direction, developing individuals and fostering a high-performing, inclusive team culture
- a strong commitment to identifying opportunities and driving continuous improvement to enhance procurement and program delivery outcomes.
The following would be highly regarded:
- Qualifications in procurement or a related field (e.g. Certificate IV in Procurement and Contracting).
- Extensive experience government procurement role with an understanding and ability to apply the operational framework such as the Commonwealth Procurement Rules and related policies.
- Experience with TechOne or a similar financial system.
