Family Safety Victoria (FSV) has established the Medium-term Perpetrator Accommodation Service (MPAS), an accommodation-based service for perpetrators of family violence. This initiative will seek to optimise victim survivor safety by providing alternative accommodation for perpetrators who are excluded from the family home and engaging them in programs that focus on behavioural and attitudinal change.
This initiative aligns with key family violence reform directions as outlined in the Family Violence Reform Rolling Action Plan 2020-20232. Victim survivor safety and wellbeing underpin all these reforms, and providing alternative accommodation to perpetrators of family violence is one of the activities identified in the Rolling Action Plan to support the safety and stability of victim survivors.
Centre for Non-Violence (CNV) are the lead agency and have subcontracted the accommodation component to HHS. Together, they will work in partnership with other specialist agencies to support clients to access properties in the private rental market and access to family violence services, mental health, drug and alcohol and other services, based on the needs of individuals.
Funding for the initiative provides an accommodation stay of up to 6 months to perpetrators of family violence requiring accommodation although, accommodation stays longer than 6 months can be negotiated, by exception, between the family violence case management service and HHS.
Perpetrator service providers will need to work closely with housing providers, Safe Steps, and specialist family violence services, at a minimum, to ensure the safety of victim survivors. This includes ensuring there is appropriate separation or distance between perpetrator accommodation and victim-survivor accommodation.
The position will also ensure that service delivery practices are consistent with Haven Home Safe, purpose, and values. The position is based in Bendigo and will require semi-regular Travel to Melbourne.
